Public Record Requests

In the state of Washington, laws exist to ensure that government is open and that the public has a right to access appropriate records and information possessed by state government. At the same time, there are exceptions to the public's right to access public records that serve various needs including the privacy of individuals. Exceptions are provided by both state and federal laws. 

Public Access to Records

The College's public records officer as designated by the College's President is Corey Osborn, Vice President for Human Resources & Legal Affairs, who may be reached at 2600 N. 20th Avenue, Pasco, WA 99301, 509-542-5548, extension 2348.

Pursuant to Chapter 132S-10 WAC and the College's policy and procedure on Public Records Disclosure, requests to examine public records must be in writing through the College's Vice President for Human Resources & Legal Affairs. Direct requests to departments will not be honored. Records are normally available for inspection Monday through Thursday, 7 am to 4:30 pm, Friday 7 am to noon, except legal holidays and campus closures (as announced).

Public Records Index

Pursuant to RCW 42.56.070, the College has made available to all persons a current index which provides identifying information as to the following records issued, adopted, or promulgated since January 1973. The current index promulgated by CBC shall be available to all persons under the same rules and on the same conditions as are applied to public records available for inspections.

  • Board of trustees’ minutes and reports;
  • Correspondence, and materials referred to therein, by and with agency relating to any regulatory, supervisory or enforcement responsibilities of the agency, whereby the agency determines, or opines upon, or is asked to determine or opine upon, the rights of the state, the public, a subdivision of state government, or of any private party;
  • Financial records and budgets;
  • Factual staff reports and studies, factual consultant’s reports and studies, scientific reports and studies, and any other factual information derived from tests, studies, reports or surveys, whether conducted by public employees or others;
  • Staff manuals and instructions to staff that affect a member of the public;
    Strategic planning policies and goals;
  • Scientific reports and studies, and any other factual information derived from tests, studies, reports, or surveys, whether conducted by public employees or others; and
  • Correspondence, and materials referred to therein, by and with the agency relating to any regulatory, supervisory, or enforcement responsibilities of the agency, whereby the agency determines, or opines upon, or is asked to determine or opine upon, the rights of the state, the public, a subdivision of state government, or of any private party.

Additionally, pursuant to RCW 42.56.070 the College shall publish and maintain a current list containing every law, other than those listed in this Chapter, that the College believes exempts or prohibits disclosure of specific information or records. The College's failure to list an exemption shall not affect the efficacy of any exemption.
